Toplumlar geçmişten günümüze denizi ve kıyı bölgeleri beslenmek, hammadde elde etmek ve ulaşımı sağlamak için kullanmıştır. Bu kullanım alanları; insanlara fayda sağlamakla birlikte, ekolojik dengenin bozulmasına, doğal yaşam ve çevrenin olumsuz etkilenmesine yol açmış, günümüzde ise etkisi son derece hissedilmeye başlanmıştır. Dolayısıyla denizlerin korunması, kontrol altına alınması gerekliliği ortaya çıkmaktadır. Ortaya çıkan mevcut durumun en güçlü çözüm alternatiflerinden biri deniz kadastrosunun yapılmasıdır. Çalışmada dünya ölçeğinde deniz kadastrosu kapsamında gerçekleştirilmiş faaliyetler incelenmiş, Türkiye’de deniz kadastrosunun gerekliliği irdelenmiştir. Yapılan çalışma sonucunda, gelişmiş ülkelerde olduğu gibi Türkiye’de de denizlerin korunması, sürdürülebilir çevre anlayışı içerisinde yönetilmesi için deniz kadastrosuna ihtiyaç olduğu belirlenmiştir

Societies have used the sea and coastal areas for feeding, obtaining raw materials and
providing transportation from past to present. These usage areas; Although it provides
benefits to people, it has led to the deterioration of the ecological balance, negatively affecting
the natural life and the environment, and its effect has begun to be felt today. Therefore, the
necessity of protecting and controlling the seas emerges. One of the most powerful solution
alternatives to the current situation that has emerged is the marine cadastre. In the study, the
activities carried out within the scope of marine cadastre on a world scale were examined, and
the necessity of marine cadastre in Turkey was examined. As a result of the study, it has been
determined that there is a need for a marine cadastre in Turkey as well as in developed
countries for the protection of the seas and their management in a sustainable environment
approach.
