The aim of this study is to examine Oslo’s climate budget as a case to explore the challenges of intergovernmental coordination and local fiscal sustainability during the ongoing global polycrisis. The analysis focuses on the period 2020-2025, aligning with the peak of the recent overlapping global crises. Oslo is often highlighted for its smart city initiatives and effective use of technology in managing the climate and energy crises. While these successes are widely acknowledged, the challenges the city faces within the complex environment of intertwined global crises remain underexplored. This study contributes to filling this gap by analyzing intergovernmental coordination issues between local and central authorities in Norway, local fiscal sustainability, intergovernmental fiscal relations, national regulatory barriers, and internationally driven constraints affecting Oslo’s climate policy.This paper employs a qualitative case study approach, combining document and content analysis with theoretical evaluation. It investigates the official climate budget documents and other relevant documents from the Municipality of Oslo, as well as related policy documents from the Norwegian government, supported by academic literature and media sources. The findings are expected to provide policy insights not only for Oslo but also for other cities and countries striving to maintain sustainable climate policies and practices in turbulent times
