The aim of this study is to examine Oslo’s climate budget as a case to explore the challenges of intergovernmental coordination and local fiscal sustainability during the ongoing global polycrisis. The analysis focuses on the period 2020-2025, aligning with the peak of the recent overlapping global crises.
